特區政府越來越給公眾一個混亂無方的感覺，最近的事例，甚至涉及特首選舉。 早前審計處揭露政府對處理大量公共檔案一塌胡塗，其實兩者之間有直接關連。 若不馬上訂立檔案法，情況只會急速惡化。

Based on his latest archival research, Prof. Ray Yep uncovers some of the untold stories about the colonial government’s thinking behind its strategy against corruption in the 1970s. The findings concerning the crisis of police mutiny in 1977 and the reorganization of ICAC in the aftermath provide a nuanced understanding of the considerations of the local administration and London during this political turbulence.

Ms Mak Yin Ting, Chairperson, The Hong Kong Journalists Association行政長官選舉兩名參選人梁振英和唐英年分別捲入涉嫌利益衝突和僭建事件，政府在前者選擇性地發放資料、在後者更完全沒有發放資訊，市民只能憑消息人士窺探事件的片鱗半爪。更令人不安的是，政府隱瞞的事例還多著哩！
設若香港訂定資訊自由法，令市民可按例要求政府公開資料，便可還原事件真像。
假設政府訂定資訊自由法，政府保留文件和檔案的責任便更大；另一方面，若政府拒絕訂定檔案法，公眾和傳媒可能面對「無檔可查」的困局；故此，資訊自由法和檔案法須並軌而行，以保障市民的知情權。

早前在搬遷政府總部時，特區政府一下子銷毀了來自特首辦公室和多個政策局，等同三個國際金融中心二期高度的檔案，引起了各界的關注。政府制定或改變各項政策的原因和過程、公職人員的問責以及近日有關特首候選人的誠信等問題，均有賴相關的檔案公開後，真相方能大白。
香港是世界上少數仍未制定《檔案法》的地方，市民對政府和公管機構如何管理和保存與大家息息相關的公共檔案，毫不知情，公眾的檔案查閱權，更完全不受保障，這是一個尊重自由和法治的社會可容許的嗎？歡迎各界參與是次論壇，共同探討制定《檔案法》的必要性、逼切性和具體方向。
